Rutgers-Camden Housing Agreement - Terms and Conditions:

Note: The terms and conditions below are a summary of information, policies, and regulations contained within the on-Campus Living Guide. A copy of this guide will be provided to you upon arrival to the Residence Hall, and is available at the Residence Life Office and on the Camden Housing website. By submitting your 2008/2009 contract you are agreeing to all of the terms and conditions. Contract Type: Note: It is important to keep in mind that students who wish to live on-campus are signing a contract for their housing choices. As such, once the contract is submitted and accepted, the student is bound to the terms and conditions of the contract, which include a responsibility to notify the Residence Life Office of certain academic events, and fees for cancellation related to those events. We encourage and recommend that all students come to the Residence Life Office and discuss with us decisions they plan to make that could affect their housing contract status in advance. Academic Year- This contract type, the only available for undergraduate students during the fall/spring semesters, permits occupancy beginning in late August or early September, and ending 24 hours after the student's last final exam of the Spring semester, or Commencement in May. Under this contract, students are not permitted access to the residence hall during winter recess or spring break without approval from the Residence Life Office. Options to remain on-campus during these times are available for students with this need, and will be provided closer to the affected time periods. There may be a special fee assessed for remaining in the Residence Hall during these time periods. Calendar Year- This contract type, an option for graduate and law students, permits occupancy beginning mid to late August through mid August of the next year: 12 month calendar. This contract permits occupancy during all University break periods that occur during the length of the contract. For students on calendar contracts that do not intend to return to on-campus housing for the fall semester, the move-out date will be in early August, and will be provided in advance by the Residence Life Office. Summer- Rutgers-Camden does offer an array of options to meet your needs during the summer months. You can select partial summer, whole summer, or can select a certain time frame that coincides with a particular class or program offered by the University. For students on certain summer contracts that do not intend to return to on-campus housing for the fall semester, the move-out date will be in early August, and will be provided in advance by the Residence Life Office. Please contact the Residence Life Office for more information about our summer contract options. Undergrad Extension- New for 2008/2009, this contract option is for undergraduate students who are confident that they will be staying on campus for the entire summer. It allows undergraduates to lump their expected summer housing charges with their fall and spring semester housing payments. It is expected that this will aid students in paying for summer housing costs during the regular academic year when financial aid support is more readily available. Undergraduate students selecting this option must also select the Academic Year contract. Students unaware of their summer plans at the time of submitting their Fall/Spring Contract or not wishing to stay on campus for the entire summer should not choose this option, and would then need to complete a separate Summer Housing Contract when they are made available in the Spring semester. General Conditions: Housing contracts are for the full term chosen by the student. Move-in and move-out dates will be provided and published by the Residence Life Office, and coincide with the University academic calendar. Rooms are to be used by the assignees only. Contracts for December graduates, part-time students, and students who intend to stay in on-campus housing for partial terms will be accepted only if space is available after assigning those students who are full-time and intend to remain on-campus for the entire length of their contract. Upon move-out, rooms are to be left in move-in condition. Damage fines will be assessed for students who fail to satisfy this contract condition. Application Fee: A $200.00 non-refundable housing application fee payable to Rutgers, The State University, or a fee waiver, is required for all students new to the Residence Hall at the time application is made. This fee is not refundable under any circumstances. In the event of cancellation, the $200.00 application fee will be applied to the cancellation fee. Please refer to the section "Canceling Your Housing Contract" that follows for more information. Returning residents who are not required to place a housing application fee with their agreement, or students who have had their fee waived by an authorized University department, will be charged a cancellation fee of $200.00 if they cancel their agreement before August 1. For all students, if the cancellation is made after August 1, but before move-in day for the term, a $400.00 cancellation fee will be charged. For a cancellation made on or after move-in day, the fee is $600.00. For more information, please refer to the section "Canceling Your Housing Contract", which appears later in this document. Financial Aid Students: All financial aid recipients who reside on campus should carefully check their award. Check to be sure that the financial aid was based on resident or "on campus budget" figures. If your aid was not based on this, please contact the Financial Aid Office immediately to see if your financial aid package should be revised. Students receiving any form of financial aid are required to advise the Financial Aid Office when they either cancel their agreement prior to the start of the term or leave housing during the academic year. Some students may need their financial aid adjusted to reflect this change in status. Payments: Housing charges during the regular academic year are payable in the same manner as tuition and other fees; the Residence Life Office will provide instructions for students paying for summer housing in the Spring semester. Late housing payments are subject to late payment fees. A "hold" may be placed on students' records for nonpayment of any housing fees. Students Returning to On-Campus Housing: During the Spring semester, you will receive full instructions pertaining to rules, obligations, and deadlines pertaining to signing-up for housing for the next academic year. Full details for processing and making requests are included in the renewal instructions. Deadlines included in this information must be adhered to by all students. The University does not guarantee housing or room assignments beyond the terms of your current contract. Non-returning Students: If you do not plan to attend classes after the end of the fall semester, you must officially check out of your room through the Residence Life Office within 24 hours following your last final exam of the term. Housing charges will continue into the Spring semester until a Termination of Contract Form has been received by the Residence Life Office and your key(s) and ID have been returned. This form is available online at the housing website at: http://housing.camden.rutgers.edu/cancellation.html. Withdrawals: If you find it necessary to withdraw from the University before the semester has begun, you must contact the Residence Life Office prior to the start of the first day of classes to request a refund of your housing room fee. Students must officially withdraw from the University to qualify for this refund. The application fee is not refundable under any circumstances. In addition, a cancellation fee may be assessed. Please refer to the "Canceling Your Housing Contract" and "Refunds" sections that follow. You must move-out of your assignment within 48 hours after officially withdrawing. If you find it necessary to withdraw from the University after the semester has begun, you must come to the Residence Life Office and submit a copy of your withdrawal form. You are required to move-out of your assignment within 48 hours after officially withdrawing. You will continue to be billed for housing until your key and ID card have been turned in. A withdrawal from the University after the semester has begun does not necessarily entitle a student to a refund of housing room fees. Please refer to the section "Refunds" that follows. Canceling Your Housing Contract: Prior to Accepting a Room Key We recognize that unexpected events can cause changes in your plans to attend Rutgers University and/or live in on-campus housing. In order to cancel your housing contract you must complete a Termination of Contract Form, and send it to the Residence Life Office at: 326 Penn Street, 3rd Floor, Camden, NJ, 08102; or fax it to the office at (856) 225-6579. The original document must be mailed to the Residence Life Office within 5 business days of sending the fax. Only the student who signed the housing contract may cancel the contract. Parents, relatives, or legal guardians may not cancel the contract for the student. Cancellations will not be accepted over the phone. Writing or telephoning another department or representative of the University, does not constitute formal cancellation of the housing contract. Filling out a University withdrawal form alone does not constitute canceling your contract. Once You Have Accepted Your Room Key In order to maintain the lowest possible housing fees, the University must operate Residence Halls as close to capacity as possible. Accordingly, canceling your contract after move-in will result in a cancellation fee of $600.00, regardless of your reason for canceling. In addition, you will be required to pay housing fees for the time you were residing in the Residence Halls. Cancellation Fee Schedule Through August 1st $200.00 August 2nd through move-in day $400.00 On or after move-in day $600.00 For students new to housing: If you paid a $200.00 application fee when you submitted your contract, it will automatically be credited towards the cancellation fee. Once you have accepted your room key you are responsible for paying a daily rate for the time you resided in the residence halls, even if you cancel or withdraw, in addition to the cancellation fee. These rates can be obtained from the Residence Life Office. Refunds: Please note that refunds for housing due to withdrawal from the University or cancellation of the housing contract may not be approved. The decision to refund will depend on the circumstances and the documentation provided as to the reasons for the withdrawal or cancellation. Cancellation fees, if applicable, will be deducted from any refund due to the student. Approved refunds are calculated from the day that you turn in your key and ID to the Residence Life Office. The Res Ed fee, Telephone fee (Towers residents only), Video fee, and Sprinkler fee will not be refunded under any circumstances. After the ninth week of classes, students that withdraw will be required to vacate housing, but no refund will be given. If charges have not yet been paid, a "hold" will be placed on the student's records until payment is made in accordance with the University Hold Policy. Students who are dismissed from housing or the University at any time for any disciplinary or academic reason will not receive a refund. Additionally, students dismissed for disciplinary reasons may be held financially responsible for the full cost of housing for the remainder of the contract period. Move-in: You must claim your room assignment by picking up your key and completing all remaining paperwork at a designated location, during a designated time on move-in day (information will be sent to you via e-mail in early August). After move-in day, all unclaimed room assignments may be reassigned to other students on the waiting list. However, if you have not formally cancelled your contract with the Residence Life Office, charges will remain on your term bill. If you cannot meet the move-in deadline, you must notify the Residence Life Office in writing, via e-mail or fax at least 24 hours before the formal check-in time, to ensure that your room is saved for you. No other exceptions to the move-in deadline will be made. If you fail to collect your key on move-in day, and/or fail to notify the Residence Life Office of your cancellation before the move-in day, a $600.00 cancellation charge will be assessed. If you paid the $200.00 application fee, it will be applied to the cancellation fee. Move-out: The following check-out procedure pertains to vacating Residence Halls at the end of the term, unless you are a graduating student. All students must vacate their rooms within 24 hours following their last final examination, with all rooms vacated by 12 noon the day following the last scheduled exam. Graduating students may remain in on-campus housing until 12 noon the day following Commencement ceremonies; however, the University reserves the right to assign such students to other spaces in the residence hall after the last scheduled day of exams for the term. For students with calendar year agreements, the Residence Life Office will provide specific move-out information at the beginning of the summer term regarding move-out deadlines. Apartments and suites must be left in "move-in clean" condition. Charges will be assessed for any damages to facilities or contents as noted on the final room inventory and condition sheets. Final room inspections are completed by staff members after the residents have vacated the apartment or suite. Your key and ID must be returned to the Residence Life Office prior to departure from campus. Move-out information with complete instructions for checking-out are issued prior to the close of the term. Credit will not be given for keys and IDs returned in any other fashion other than descried in the move-out instructions. Failure to return keys as described will result in an immediate lock change, with the cost charged to the student. Loss of a housing key must be reported immediately to the Residence Life Office as a security measure for both student and roommates. The lock will be changed at the current charge, which is available at the Residence Life Office. Over-booking: Rebates to anyone living in rooms assigned to more than the number for which the room was originally designed may be entitled to a rebate. The rebate will be calculated according to the number of days you were assigned to such quarters. No rebate will be made once you have been offered a "normal" housing assignment. Rebates will be processed through the student's University account at the end of each semester. Room Consolidation: Most Towers suites are set up to accommodate six students, and most apartments will accommodate four students. If spaces become available in your room as a result of residents graduating mid-year or leaving the suite/apartment, new roommates may be assigned to your room. It is a violation to prevent a roommate from moving into an assigned space. If a resident ends up being the sole occupant of an apartment or suite, you may be required to relocate to another apartment or suite to maintain proper consolidation. Students with Disabilities: If you have a disability, health condition, or psychological condition that requires special assignment consideration, please indicate this on the housing contract. You will need to provide appropriate documentation from the treating physician or medical professional in order for the request to be considered. Documentation must be typed on official letterhead and must state your specific condition and any special needs you may have in relation to this condition. The Residence Life Office may request you to meet with a University health professional to verify such request. Please understand that this is a REQUEST - NOT a guarantee. Personal Property: The University is not responsible for loss, theft, or damage to a resident's personal property. Residents are advised to keep their suite/apartment secure at all times and carry personal property insurance. Information is available on our website. Many homeowners’ insurance policies provide coverage for student's belongings while they are away at college. Families should check with their particular insurance company for further details. Smoke Free Buildings: All on-campus housing facilities are smoke-free. Smoking is not permitted in any area of the buildings, including lounges, hallways, stairwells, laundry rooms, bathrooms, kitchens, elevators, trash rooms, mechanical rooms, storage closets, and lobbies. Students, staff, and/or faculty who smoke in unauthorized areas of the Residence Halls may be subject to University-imposed sanctions. Additionally, there is no smoking permitted within 50 feet of any of our entrances. Pet Free Buildings: All on-campus housing facilities are 100% pet free at all times. Residents found in possession of pets, regardless of the period of time the animal was present, will be held responsible for any judicial or financial sanctions as a result of violation of this policy. Immunization Requirements: As a result of the state immunization law that went into effect in January 2004, Rutgers University requires that all new, first-year undergraduate and transfer students who live in University housing receive the meningitis vaccination prior to moving-in. Any student who has not provided the necessary documentation will not be allowed to pick up their keys on move-in day. I understand that I will not be allowed to move-in to University housing without providing the necessary immunization documentation.

I hereby understand and have read the important information and, I understand that if I submit this document, I am responsible for all the terms of the agreement as outlined in the On-Campus Living Guide . I also understand that NO refunds will be given if I am for any reason evicted from the facilities.
